I can't see what the issue is with having the settings on for the emergency alert. As long as you are wearing your tin foil hat and stood in a bucket wearing rubber wellies, you'll be fine. I'll keep mine on. Hopefully after the test it'll never sound again but I certainly have no issue with it. I have survived over 60 years without an alerting system, I'm sure I can manage without it for a bit longer.

There is an app called Emergency alerts that can be seen in Settings. The usual controls for permissions are greyed out. I assume that this is what will be used. The app has permission to access SMS and this permission can not be removed. On your phone maybe. They're turned off on my OPPO android phone. I'm on Android 13.

Luckily you obviously exclude advancements such as the internet, telephony, CD players, big airliners etc. Well now, I have an engineering type rating on the Boeing 747-400 so clearly I'm happy with that development, I am using the internet so that's another one. I have a mobile phone and I still use CDs, I bought one only the other day.
My problem with this alerting system is the potential it has for causing panic, amongst other things. Not a particularly good example but if you put up a sign "road closed" lots of people try to find alternative routes but for a large proportion of them the closure has no impact what so ever on their journey. The sign is not specific enough. A system of alerts and warnings that is very specific is actually a great idea but, as others have said, a loud alarm is a distraction. An insistent but not loud alarm might be as effective but, ideally, wouldn't cause a "startle" effect. If every car on a fast moving, but busy, motorway receives such an alarm a proportion are going to be startled and react inappropriately. I can give you an example of something like that. In my previous car I fitted a Navigation head unit, it had traffic alerting. On one occasion I was driving along the A404 when I heard a chime, it sounded like the car's warning chime so I started looking for warning lights, only some minutes later did I realise that it was a traffic alert. The chimes were identical, Kenwood traffic alert and Saab warning alert. Clearly both manufacturers chose the sound because it attracted attention. Had I not known that few car alerts are critical I might have been tempted to pull over and stop, from lane two, of two, that wouldn't have been a good idea. Someone with less knowledge and experience might have done just that.
I'll not go into the vulnerable people who have secret phones, one hopes they have alerts turned off. I see this as akin to shouting "Fire" in a crowded room. Obviously, if there really is a fire it is of good intent but in that case there will be indications and they will condition the response. If there is no fire people are likely to be injured.
The idea is good but there are many circumstances where one is better off not knowing until later, when it is safe to respond.

Well, if I can just put your mind at rest then. My wife has just been for lunch with our mad conspiracy nut job friend. This alert is actually a good thing and has been in the making for a few years now. it is to be used by the good people, those who are trying to bring down the bad cabal. in this group of good people are Trump, the Kennedy's, Putin, and the military of the world. It has garnered speed recently following the death of Queen Elizabeth (who was one of the bad guys) (my wife resisted the urge to ask if it was because she was a lizard). Once this alert system has been checked, it is important that your phones are set to receive them because at some point in the future (they don't know exactly when), we will all receive an alert giving us 6 hours to return to our homes, when we will all be told the truth and at that point martial law will kick in around the world and the bad cabal will be overthrown. My wife pointed out that we don't really have that many soldiers anymore, but she was told not to worry as people will be coming out of retirement to take up arms. For some reason the nut job friend said to my wife that when she got home she would "Tell Nige and you'll both be laughing at me". As if. Apparently there are that many layers to this that it would be impossible for her to pass on all the information that she knows about it all. The real concerning thing, she and her group are all standing as councillors for the upcoming elections but luckily not in our area!

This facility has been tried, tested and implemented in other countries. I'ts a good idea... But it will not be long before some 'techie' joker breaches the system and tells us to hide in the cellar because Putrid has launched a nuclear attack. How many of us have a cellar and if we did have one who would want to die there weeks after a nuclear attack.

This facility has been tried, tested and implemented in other countries. I'ts a good idea... But it will not be long before some 'techie' joker breaches the system and tells us to hide in the cellar because Putrid has launched a nuclear attack. How many of us have a cellar and if we did have one who would want to die there weeks after a nuclear attack. The system has to be "Murphy proof" as in Murphy's law, if something can go wrong, it will. Given the recent history of tech projects associated with the UK government...
