I developed a roll of elderly Rerapan 127 in Caffenol this arvo to see whether (a) the film and (b) the Caffenol worked (I stopped shooting the film about 10 years ago, cannot remember why, and still have another two rolls). This is a sample of the results, quickly snaped on the lightbox whilst drying, and as you can see the edges are far from clear. It's elderly film, a new to me developer, and my fixer is probably elderly - to the point where I'll throw it out before today ends. So... which do peoplr with more experience than me think it is?

Have had clear and as above with caff. No idea why, but results usable in both cases.

Now I've got it off the spirals, the Fomapan is much clearer, so I suspect that the Rerapan has base fog. However it'll do for the quality of 127 cameras I have!
Some dodgy spiral loading, but the negs from the Contax and the Petri look OK.
Bizarrely despite using tap water the Retapan doesn't seem to have drying marks, so I've v tried it with the Foma. We shall see...

Could you clip a bit from a 35mm roll of anything and test that in your chemicals? That may help in eliminating possible sources of the issue.
