It's one way of stopping your neighbours putting stuff in the skip that you have hired. Not that unusual, all the plant and materials get moved like that. Demolition was fun to watch when they craned a tractor to the roof of a building for it to work its way down floor by floor, pushing the rubble down one of the lift shafts into roll on skips. There is usually something interesting to see out of the windows when I visit sites particularly in the City of London.
Edit: Looking again the tower closet to us still has re bar sticking out the top but the shuttering which is usually jacked up floor by floor has been taken away. Years ago we were doing first fix work on a lower floor before they had completed the entire height of the building. IIRC the main contractor was aiming for a floor a week. Google's new offices in Kings Cross were fun, they had painted androids for the floor numbers on the lift shafts.

And here's another. Same building, only a couple of floors up Balanced skip by SteveH, on Flickr I think it's a skip of some sort, but doesn't look all that stable a position...

Nothing to worry about, think of it as a cantilevered jetty to receive deliveries from the crane, it will be well secured and have a known safe loading.

Something else I noticed about these flats, this morning Those flats on the left hand side are goig to be a bit noisy. Unless they demolish the car-park ramp.
