Delighted to discover that the government cannot even get their emergency test right. 2.59pm is not "from 3pm". Tut tut tut. Neither is 15:01. The test failed. It should have gone out from every tower on the dot. I suspect, with no more evidence than failed performance that Crapiter was organising this.
"From 3pm" is entirely consistent with an alert at 3.01pm. But yes, a fail, in the sense that if the Japanese system was that slow it'd be too late. Thankfully we don't face the same suddenly emerging events they do.

Not that we would if it weren't for the fact that Mum's kettle had a mechanical failure of the operating lever. Push it back firmly and it's fine. As she was 96 when it failed, we got her a new one and kept the old one.

Ah well, that's what tests are for I guess. Indeed. As Elon Musk's team said "we learned a lot from the launch". My experience is that sometimes one learns more from a "failure" than a success.

Musk was complacent about the resilience of the concrete under the pad after the 31 engine static fire which was only at 50%. Firing at 90% and for so long excavated a huge crater and flung concrete debris (Some of it huge) for hundreds of metres. SpaceX will have to almost completely rebuild the OLM and install a flame diverter. Unfortunately a flame trench is not doable due to the very high water table, unless they can build up, which I doubt.
