Yes, the 3rd prize winner looks almost like something Millais would have painted.
There's a few in there that definitely have "Taylor-Wessing" written all over them, mind.

I think the series thing is coincidental, that's simply how a lot of photographers work, they might not otherwise do single portrait shoots specifically for a prize. I thought almost all were very good, but yes, most had TW written all over them - slightly awkward subject, film-like colour, challenging stereotypes (although not TW stereotypes!) etc. My favourite was the 3 lads opening the boot of the car.

Have to say this years crop seem less relentlessly miserable and rather more engaged with the subjects than past selections... One might almost suspect the photographers actually like people...
