I wouldn't condone this.   I've never seen so many visitors gawp in amazement (HSE being a high agenda item).  I understand that the company that owned the building, and who contracted the work,  were unimpressed with suggestions for improvement. 

No hard hats,  Harness (unfastened) and all done with rope.   The scaffolding hangs from the roof rather than being built from below.  This is three floors up.  Shown on APforum in 2021 I think.
