In my head it say Hoya on the filter box, I guess because a Hoya filter box was the first time I can remember seeing the PL stress images. A nice reminder of the exciting world of photography in the late 1970's.
Edit: The comment intended to be a positive one.
I have a hoya one too, but the tiffen was the first I came across. Here's the hoya: Stressed filter by Mike Kanssen, on Flickr

I don't know what to do with this so I am going to class it as someone else's hobby - although it has grown to be something rather more than a hobby and is now quite serious art-work with the common theme of recycling used metal. I'd not been before. Got lots of pictures, great day out at the British Ironwork Centre just outside Oswestry, on the A5. To be perfectly honest we were queuing to go in and I said to my son "that Jag's got a flat tyre". I was completely oblivious to the possible reason why. This took some dedication. Goes beyond "a job", must be into enthusiast territory. Apparently it is a famous artwork that came from a campaign/appeal by Uri Geller for children worldwide to send him a spoon. 40,000 spoons later. DSCF7102.jpg by Pete, on Flickr

Thirty plus years on, I still have the mental scars of discovering a front fastening bra and my inability to remove this alien garment from my date that night.

Is it not technically a lens mounted on a reflective backing?

I suppose its some kind of street art. It's a lens on a post at the end of Windsor Eaton Bridge that's been perfectly aligned with the approach to the bridge It's kind of cool to look through Lens DSCG1588 by Stephen Hayto, on Flickr
