Now how about going daft. Get rid of the most of the House of Lords. Keep the Legal experts. Get a new crew of elected lords. Elected for at least twenty years provided they do not commit a crime. Build the group up over twenty years so there are a few new entrants every year. Their function to be defined far more tightly than I can now but broadly to tend long term projects for our country. Set a few basic requirements all high flying; a third legal, a third STEM and a third cultural arty types. Anyone from the civil service barred for life. I'd get a few likes for that on a DT HYS, not so sure about here.
