A normal glider has reached 76,000 feet in altitude, so I imagine a solar powered motor glider could certainly reach 40,000 feet, consuming very little power. Maybe, but by 76000 feet a normal propeller would be suffering from cavitation and the tip speed would be supersonic. Cavitation occurs when a fluids static pressure falls below its vapour pressure, in other words it boils, air, being a gas cannot do that. Whether the tip speed of a propeller is above the local speed of sound would be dependent upon the speed of rotation. Solar powered aircraft have low speed propellers.

Now they are saying that they (The US) don't know what they were. They could have been gaseous balloons or some sort of propulsion system. And Biden has not ruled out that they are extra-terrestrial. So ET turns up in a non-polluting, environmentally-friendly system, looking for a place to land to say 'Greetings world! look! this is how you do it! Maybe that was them just saying "Hi".
